About the role

Responsibilities

  • Map existing social norms programming across Europe and Central Asia through desk reviews of regional and country office programmes
  • Analyze regional programming using the UN Women Social Norms Framework (Ideologies, Institutions and Power)
  • Assess the extent to which pathways for social norms change are being pursued
  • Develop a concise operational plan (up to 10 pages) to translate the corporate framework into practical, regionally contextualized actions
  • Create practical tools such as programming questions, mapping templates, or monitoring approaches
  • Identify priority entry points for regional action on discriminatory social norms
  • Present findings and the final operational plan to ECARO colleagues

Requirements

  • Advanced university degree (Masters or equivalent) in gender studies, sociology, social or political sciences, or a relevant field
  • At least 5 years of professional experience in gender equality and women's empowerment programming, policy development, or research
  • Demonstrated experience conducting analytical reviews and translating research into operational guidance
  • Proven knowledge of social norms theories and their application to programming
  • Experience working with UN Women or other United Nations entities/international organizations is required
  • Excellent writing skills and ability to work independently within agreed timelines
  • Fluency in English is required

Preferred Qualifications

  • Experience working on gender equality issues specifically in Europe and Central Asia
  • Knowledge of any other UN official language
