Job description
Responsibilities
- Lead the iPack team in implementing Annex 6, Part 1 requirements and developing appropriate regulations and guidance materials
- Evaluate prospective Operators Pre-assessment Statement forms and Operations Manuals
- Identify and address deficiencies in air operator certification and oversight systems
- Direct the development of training, knowledge, and skill testing materials for air operator inspectors
- Evaluate air operator quality and safety management systems, including Cabin Attendant Manuals and Minimum Equipment Lists
- Develop processes for the issuance of air operator certificates and Standard Operating Procedures
- Coordinate and report on the successful deployment of the OPS iPack, including preparing work plans and deployment reports
Requirements
- First-level university degree in Aviation, Engineering, or a related technical discipline (or equivalent technical qualification like an Airline Transport Pilot License)
- 10+ years of experience in a senior position within a CAA Department of Air Operator Certification
- 3+ years of experience as a flight operations inspector with a CAA
- Extensive experience in flight operations inspections, audits, accident/incident investigation, and safety management systems
- Experience in the preparation and implementation of flight safety regulations and operating manuals
- Air transport pilot license with ratings on medium/large modern aircraft and 3,000+ flying hours
- Sound knowledge of ICAO Annex 6 and related guidance material
- Fluency in English (written and spoken)
Preferred Qualifications
- ICAO USOAP CMA Computer Based Training certificate
- Management or supervisory experience in an airline
- Participation in OPS-related subject matter expert groups
- Experience in international technical assistance or cooperation projects
- Knowledge of other UN languages (Arabic, Chinese, French, Russian, or Spanish)
