Job description

Responsibilities

  • Lead the Personnel Licensing (PEL) iPack team in establishing and maintaining a CAA PEL system as per Annex 1 requirements
  • Develop training, knowledge, and skill testing materials for flight crew and other applicants
  • Evaluate license applications for completeness, accuracy, and eligibility
  • Ensure compliance and enforcement systems align with license issuance, validation, and conversion processes
  • Manage the suspension or revocation of licenses and oversee investigative processes
  • Coordinate, organize, and report on the successful deployment of the PEL iPack

Requirements

  • First-level university degree in Aviation, Engineering, or a related technical discipline (or equivalent technical qualification like ATPL or Civil Aviation Safety Inspector)
  • 10+ years of experience in a senior position within a CAA Department of Personnel Licensing
  • 3+ years of experience working as a Personnel Licensing Inspector with a CAA
  • Experience in certification and oversight of Approved Training Organizations (ATOs)
  • Sound knowledge of ICAO Annex 1, Annex 6, and related guidance material
  • Experience in air transport operations
  • Fluency in English (reading, writing, and speaking)

Preferred Qualifications

  • Certificate in ICAO's USOAP CMA Computer Based Training
  • Participation in PEL-related subject matter expert groups
  • Experience in international technical assistance or cooperation projects
  • Knowledge of other UN languages (Arabic, Chinese, French, Russian, or Spanish)
