Job Description

Responsibilities

Strategic Procurement Leadership

  • Lead the development and implementation of procurement strategies across major capital programmes.
  • Shape strategic sourcing decisions and frameworks in line with procurement leadership.
  • Collaborate with cross-functional stakeholders to ensure scalable, value-driven procurement solutions.

End-to-End Procurement Management

  • Manage the full procurement lifecycle for contractors, consultants, and specialist suppliers, including long/shortlisting, prequalification, RFP issuance, tendering, and contract award.
  • Administer technical evaluations, tender clarifications, and post-tender negotiations.
  • Draft and present award recommendation reports for internal and client approval.

Policy & Procedure Implementation

  • Support creation, rollout, and enforcement of standardized procurement procedures, templates, and workflows.
  • Monitor compliance and provide guidance for continuous improvement.

Package & Supply Chain Oversight

  • Oversee procurement of key packages, ensuring adherence to centralized policies and performance metrics.
  • Conduct local and international market research on supply chain capacity, risks, and opportunities.
  • Engage with insurance and legal teams to ensure contract alignment with regulatory requirements.

Stakeholder Management & Advisory

  • Advise client teams on commercial structuring, procurement planning, and operational execution.
  • Build trusted relationships with internal and external stakeholders.
  • Promote collaboration and knowledge sharing within cross-regional teams.

Reporting & Performance

  • Manage procurement trackers and dashboards to monitor KPI delivery and status.
  • Lead team performance evaluations and reporting in coordination with leadership.

Requirements

  • Minimum 8 years' experience in procurement.
  • Experience with functional change programmes or business improvement initiatives.
  • Track record in managing teams (local and remote).
  • Proven delivery in large infrastructure or built environment programmes.
  • Familiarity with PIF projects/procurement governance.
  • Client-focused work with key stakeholder engagement.
  • Ability to respond effectively to client opportunities.
  • Deep knowledge of end-to-end procurement processes.
  • Degree in construction, business, or engineering discipline.

Preferred Qualifications

  • Professional chartered membership (CIPS, RICS, or equivalent).
  • Experience in Middle East infrastructure/build environment market.
  • Project management experience.
