Business Analyst

About the Company

Pluribus Digital partners with government customers to design, develop, and deliver impactful digital products. They are a hands-on digital services consultancy solving problems in public health, financial regulation, and identity management.

Responsibilities

• Elicit, analyze, and document business, functional, and non-functional requirements from CMS stakeholders
• Develop user stories, acceptance criteria, and business process documentation
• Support investigation and analysis of production issues and customer-reported defects
• Participate in Agile ceremonies including backlog refinement, sprint planning, and daily standups
• Serve as a liaison between CMS business stakeholders and technical teams
• Produce clear documentation including process flows, decision logs, and training materials

Requirements

• Ability to obtain and maintain a Moderate Risk Public Trust designation
• Bachelor's degree in Business, Information Systems, Computer Science, or related field
• 3–5 years of experience as a Business Analyst supporting enterprise software
• Experience with Agile software delivery (Scrum or SAFe)
• Proficiency with requirements management tools like Jira, Confluence, or Azure DevOps
• Strong analytical and communication skills

Preferred Qualifications

• Experience supporting CMS, HHS, or other federal civilian agencies
• Familiarity with the Health Insurance Oversight System (HIOS)
• Experience supporting Operations & Maintenance (O&M) contracts
• Understanding of SDLC best practices and federal IT governance
• Certified Business Analysis Professional (CBAP) or Agile Business Analyst certification
