Digital Technology Lead - Government Transformation

Responsibilities

• Lead end-to-end digital transformation programs for government agencies, from vision and strategy to delivery and adoption.
• Architect secure, scalable cloud-native platforms and define enterprise integration and interoperability standards.
• Design and oversee implementation of APIs, data pipelines, containerized infrastructure, and platform integrations.
• Drive modernization of legacy systems into interoperable platforms supporting real-time analytics and AI-driven services.
• Prototype and validate solutions; perform architecture reviews and hands-on technical guidance with engineering teams.
• Evaluate and deploy emerging technologies (AI/ML, RPA, digital identity, automation) to improve citizen services.
• Establish architecture governance, security frameworks, and compliance aligned with national digital strategies.
• Manage stakeholders including ministry leaders, digital offices, and external vendors to ensure delivery and public value.
• Mentor technical teams, conduct code and design reviews, and ensure iterative delivery of products and modules.

Preferred Qualifications

• Master's degree in Computer Science, Engineering, or related field
• Certifications: TOGAF, AWS/Azure/GCP architecture, or equivalent
• Experience with Google Cloud and PaaS/SaaS delivery
• Prior delivery of nationwide digital government programs
• Familiarity with digital identity, interoperability standards, and service design
• Hands-on experience with DevOps, CI/CD, and observability tooling
• Experience working with multinational teams and vendor ecosystems
