Job description
Responsibilities
- Advance the development of the EWS Effectiveness Index by identifying and developing a practical, technically sound, and feasible indicator framework
- Review initial analytical work and synthesize implications for measuring EWS effectiveness at the output level
- Develop proposed output-level indicators including rationale, measurement units, and calculation methods
- Map indicators to the early warning value chain and EW4All pillars
- Assess data availability, quality, and sustainability for proposed indicators
- Conduct expert consultations and support virtual validation meetings
- Develop options for scoring, weighting, and aggregating indicators
- Prepare a practical protocol for testing the framework in selected contexts
- Produce a final methodological and feasibility report
Requirements
- University degree in social science, economics, statistics, disaster risk reduction, meteorology, hydrology, geosciences, development studies, or international relations
- Minimum 7 years of experience in research, M&E, indicator development, or policy analysis
- Proven experience developing indicators, monitoring frameworks, or composite indices
- Experience in stakeholder consultation and expert engagement processes
- Strong analytical, data management, and communication skills
- Proficiency in English
Preferred Qualifications
- Experience in disaster risk reduction, early warning systems, or anticipatory action
- Prior work with the United Nations or other international organizations
- Knowledge of other official UN languages
