National Consultant on Programme Financial Management and Reporting

Responsibilities

• Coordinate financial planning, implementation, and delivery of CRSV programme activities
• Manage project budgets and revisions within Quantum, including tracking unutilized funds
• Prepare regular financial monitoring reports, budget tracking, and expenditure analysis
• Review and verify financial reports from implementing partners for accuracy and compliance
• Monitor programme financial delivery against targets and identify corrective actions
• Support procurement and payment processes through requisitions and receipts
• Identify operational and financial risks and support mitigation measures
• Provide financial inputs for programme proposals, concept notes, and donor reports
• Facilitate capacity building for implementing partners regarding financial management and reporting
• Support the Governance and Leadership Programme with budget management and expenditure control

Requirements

• MA degree in Business, Public Administration, Social Sciences, Mathematics, Computer Science or related areas
• At least 1 year of experience with a Master's degree (or 3 years with a Bachelor's) in programme or financial management
• Proven experience in financial planning, budgeting, monitoring, and reporting
• Experience in financial oversight of implementing partners and donor compliance
• Fluency in English and Ukrainian

Preferred Qualifications

• Experience with EU-funded programmes and EU financial rules
• Experience using Oracle Cloud or similar modern web-based ERP systems
• Experience in development or humanitarian contexts
