Program Manager

Responsibilities

• Lead overall project management for the NOAA contracted program across IDIQ and task order levels
• Serve as the primary program management liaison with NOAA stakeholders
• Manage the PMO operating cadence, including kickoff, progress, and leadership reviews
• Establish and maintain the Integrated Master Schedule and core program artifacts
• Oversee task order implementation, resource planning, and risk management
• Coordinate across technical leadership and corporate functions to resolve blockers
• Prepare customer briefings, monthly progress reports, and executive dashboards
• Ensure program records are maintained in tools like Jira, Confluence, or GitHub Projects

Requirements

• 8+ years of experience in project, program, or technical program management
• PMP Certification
• Experience managing complex programs with multiple workstreams and stakeholders
• Experience supporting government contracts or federal programs
• Strong project management discipline (schedule, risk, and deliverable coordination)
• Proficiency with tools such as Jira, Confluence, GitHub Projects, or Smartsheet
• Experience supervising and managing teams

Preferred Qualifications

• Experience managing software, cloud, data, scientific, or aerospace programs
• Experience working with NOAA, NASA, DoD, or other federal science agencies
• Familiarity with federal contract compliance and subcontractor management
