Job description

Responsibilities

  • Provide hands-on technical assistance and coaching to NPHI teams across Ethiopia, Nigeria, Zambia, and DRC regarding institutional reform
  • Lead co-design workshops to define workflows, service levels, and escalation rules
  • Install management architecture including trackers, procurement pipelines, and bottleneck logs
  • Coach mid- and senior-level officials on strategic decision-making and change management
  • Develop policies to support NPHIs in accessing and absorbing financing from partners like the World Bank and Global Fund
  • Translate country experience into structured methodology notes, case studies, and playbooks
  • Manage assigned workstreams to ensure delivery against milestones and timely reporting
  • Facilitate peer learning and structured exchanges across NPHI teams

Requirements

  • Master’s degree or higher in Public Health, Global Health, International Development, Public Administration, or Business Administration
  • 8+ years in public health, global development, or health systems strengthening
  • 5+ years managing complex programs in low- or middle-income countries (LMICs)
  • 3+ years working directly with government entities in LMICs
  • Proven experience leading strategic assessments and planning exercises
  • Experience designing and evaluating training programs for government officials
  • Familiarity with external financing flows (World Bank, Global Fund, Pandemic Fund)
  • Ability to work remotely during GMT or US EST hours and travel up to 25%

Preferred Qualifications

  • Credentials in management or quality improvement (MBA, PMI, Lean Six Sigma)
  • Knowledge of health financing or health economics in developing countries
  • Experience in public health surveillance or NPHI functions
  • Proficiency in French
  • Experience working in Lusophone or Francophone Africa
  • Experience in epidemic response and preparedness (EOC, JEE, AARs)
  • Experience with multilateral organizations (WHO, World Bank, Africa CDC)
